Sberbank Plans Expansion of Crypto-Backed Loans Following New Rules
Russia’s largest lender, Sberbank, majority owned by the government, has unveiled plans to accept Bitcoin (BTC), Ethereum (ETH), and Tether (USDT) as collateral for loans once the country’s new cryptocurrency regulations come into effect. Anatoly Popov, Vice Chairman of Sberbank’s Management Board, disclosed these intentions on August 28, coinciding with the Eastern Economic Forum.
Popov emphasized that the initiative builds on Sber’s prior digital asset lending pilot programs. The bank intends to adapt its offerings in line with the soon-to-be-enforced compliance standards, gradually expanding its range of digital asset-related financial products with a strong focus on regulatory conformity and market demand. Experience gained from a pilot collaboration with Russian crypto mining firm Intelion has positioned Sberbank to operationalize crypto-backed lending.
Review of Sberbank’s Initial Crypto-Backed Loan
Back in December 2025, Sberbank issued Russia’s first loan secured by cryptocurrency to Intelion. This pilot utilized the bank’s internal infrastructure alongside a Rutoken hardware security module to custodian the digital assets involved. Though specific loan amounts and collateral details were undisclosed, the primary objective was to validate the technical feasibility and operational integrity of using crypto as loan collateral, paving the way for future scaled adoption.
This lending structure enables borrowers to retain ownership of their digital tokens while unlocking liquidity. Should borrowers default, lenders hold the right to liquidate the pledged crypto under agreed conditions. This mirrors lending models widely adopted in global decentralized finance (DeFi) ecosystems. According to Sberbank, such products are especially suited to entities holding significant digital asset reserves, including crypto miners and related businesses.
Central Bank Formalizes Eligibility of BTC, ETH, and USDT for Regulated Trading
On August 11, the Bank of Russia finalized new regulations officially recognizing BTC, ETH, and USDT as qualifying digital assets for trading on licensed exchanges. Eligibility criteria required assets to meet thresholds for market capitalization, daily turnover, and a minimum five-year international price history. The regulation restricts unqualified investors to an annual purchase limit of 300,000 rubles and mandates passing an assessment test to trade these cryptocurrencies. Qualified investors also undergo testing but face no restrictions on transaction volumes.
This regulatory framework, effective September 1, defines roles for exchanges, brokers, custodians, and asset managers in digital asset markets. Passed by the State Duma in July and signed into law by the president on August 4, the rules intensify oversight over crypto trading, custody, and cross-border flows while maintaining prohibitions on crypto as a means of domestic payment. Popov noted that Sberbank will closely monitor the implementation of specific provisions to refine and expand the collateral types accepted in its digital asset lending portfolio.
Russia’s financial sector is currently navigating the formal integration of digital assets under comprehensive regulations. Sberbank’s proactive positioning in crypto-backed loan products reflects efforts to bridge traditional banking services with emerging digital economy segments. Market participants and regulators alike are attentive to the rollout of these frameworks and their impact on the country’s nascent crypto finance industry.
